Job Description

O-Bank is currently in the process of applying for an Australian banking licence and is in its pre-operational establishment phase. The organisation is focused on developing robust financial, governance, and risk management frameworks to ensure full regulatory readiness upon grant of the licence.

Position Overview

O-Bank is seeking an experienced Head of Finance and Administration to lead financial strategy, regulatory preparation, and administrative establishment functions during the banking licence application phase.

This role will be critical in developing capital planning models, governance frameworks, risk management systems, and financial controls required for prudential approval and operational commencement.

Key Responsibilities

  • Prepare and compile documentation required for the banking licence application, including business plans, financial forecasts, capital planning documentation, governance frameworks, and risk management policies.
  • Develop draft credit policies, lending frameworks, and risk assessment procedures for implementation upon licence approval.
  • Liaise with Head Office, regulators, and external advisors regarding licensing requirements, prudential standards, and compliance obligations.
  • Establish internal control systems, AML/CTF frameworks, and operational risk management processes to ensure regulatory readiness.
  • Develop financial management systems, including budgeting frameworks, projected capital adequacy modelling, liquidity planning, and proposed reporting structures.
  • Support recruitment planning for responsible managers and assist in developing HR policies, fit and proper procedures, and compliance training frameworks.
  • Coordinate administrative establishment matters, including office set-up, vendor engagement, governance documentation, and records management systems.
  • Perform additional duties as directed by the General Manager or Board in connection with the establishment and licensing of O-Bank.

Skill & Experience

  • Bachelor’s degree or higher qualification in Finance, Accounting, Business, Economics, or related field.
  • At least five (5) years’ experience in financial management, banking, financial services, or regulated environments.
  • Demonstrated experience in financial forecasting, capital planning, internal controls, and risk management frameworks.
  • Strong understanding of prudential compliance, AML/CTF obligations, and corporate governance requirements.
  • Experience engaging with regulators or senior stakeholders is highly desirable.
